Copilot improves context handling and model routing

GitHub Copilot for VS Code now uses prompt caching to reuse model state across turns and tool search to load tool definitions on demand. These harness improvements reduce repeated context, letting more of each session focus on the task. Auto model routing is also expanding across Copilot surfaces.
