Premier Aerodynamics simulated a Toyota Hilux at 100 kph using OpenFOAM. Mud flaps raised the drag coefficient from 0.37 to 0.38, costing about $70 yearly in fuel at highway speeds. Removing them or lowering ride height improves efficiency.
