A developer has released Yantra, an open-source LALR(1) parser generator for C++ that builds a full AST before walking it top-down, letting parent rules run before children. It ships an integrated multi-mode lexer, a push-based parser for streaming input, and an amalgamated single-file mode. It is MIT licensed, has no dependencies beyond the standard library, and is a single-maintainer project.
