Vercel CDN adds instant routing rule updates

Vercel's CDN now supports creating and updating routing rules without a new deployment. Rules like response headers and rewrites take effect instantly via dashboard, API, CLI, or SDK. Project-level routes run after bulk redirects and before deployment config routes. Available on all plans starting today.
