AI Agent Rules Need Context and Layered Enforcement

ActPlane's study of 2,116 statements from 64 popular repositories finds that 83% of AI agent policies are system-observable, requiring content inspection, per-event, or cross-event enforcement. Only 45% of policies are OS-enforceable. Cross-event policies appear in 81% of repositories, and 73.6% of system-observable policies require project or task context to instantiate.
