A federal judge in Boston ruled the Trump administration cannot use a Biden-era termination clause to gut billions in grants. The clause, allowing grant termination if awards no longer effectuate agency priorities, was challenged by 23 states. Judge Indira Talwani granted summary judgment blocking its use.
