Launching the Rust Foundation Maintainers Fund

The Rust Foundation announced the Maintainers Fund to financially support Rust maintainers. RFC #3931 established the Funding team and the Maintainer in Residence program. The program funds maintainers for critical work on the compiler, standard library, Cargo, Clippy, and other projects.
