NASA's 1960s food safety work created HACCP, a proactive testing system adopted by US meat plants in 1996 after Jack in the Box's E. coli outbreak sickened 700 and killed four children. By 2004, E. coli illness dropped 42 percent. The 2011 Food Safety Modernization Act mandated HACCP plans for all US food manufacturers.
