US digital intelligence firm Penlink and its acquired Israeli unit Cobwebs developed Webloc, a surveillance system that tracks hundreds of millions of mobile phones by harvesting data from weather, gaming, email, and religious apps. The tool collects location data hourly for 12 months, allowing law enforcement to analyze billions of points without search warrants in the US.
