Fix WSL silent problems before they start

WSL's default configuration appends the entire Windows PATH, causing version collisions with python and node. Setting appendWindowsPath=false in the wslconfig file prevents this. WSL can claim half system RAM and all CPU cores; memory=8GB and processors=8 set limits. Mirrored networking mode puts Windows and WSL on the same interface. The sparseVhd=true option automatically reclaims unused virtual disk space.
