GitHub Agentic Workflows Clash With Renovate

Renovate's dependency bumps broke GitHub Agentic Workflows by updating action SHAs without recompiling lock files. The fix excludes generated files from Renovate and triggers recompilation only when the actions-lock.json manifest changes. gh aw update-actions refreshes the manifest until Renovate supports it.
