Rust GCC Backend Sync Takes Two Months

The Rust GCC backend repository was finally synced with the main Rust compiler on 22 September after a two-month ordeal that began on 24 July. License issues, CI caching bugs, GCC build misconfigurations, and broken miri builds repeatedly blocked the merge. The team plans to migrate to josh to avoid future subtree sync problems.
