NPCI Chief Defends UPI MDR For AI Security

NPCI MD Dilip Asbe said UPI needs merchant discount rate charges to fund AI-based cybersecurity, as attacker tools outpace defenses. The MDR regime starts October 15, charging 0.4% on eligible merchant payments above ₹2,000, capped at ₹300. NPCI estimates ₹13,000-₹15,000 Cr in first-year collections, with 96% of transactions by volume exempt.
