Sample AI traces at 100% without sampling everything

Agent runs with multiple tool calls require 100% trace sampling because head-based sampling drops entire span trees. A single agent execution with 7 tool calls produces 11 spans that all disappear if the root transaction is sampled out. The Vercel AI SDK emits critical spans lost at 10% sampling.
