Custom agents in GitHub Copilot CLI explained

GitHub Copilot CLI now supports custom agents defined in Markdown files. These agent profiles live in a repository and encode team context into reusable workflows. Instead of generic suggestions, a custom agent applies specific formatting rules, tooling, accessibility standards, review requirements, and safety requirements consistently every time it runs.
