Row-Level Chunks Improve Table Retrieval for RAG

Retrieval systems should index each table body row with its column headers as a separate chunk, not the whole table. The serialize_table_rows function converts each row into a retrievable chunk, so a query like "cap for vehicle theft" returns one row instead of 39 unrelated ones.
