Diaspora coders built Venezuela quake response in hours

Venezuelan diaspora programmers built disaster response platforms in three to four hours using Claude and Replit after twin earthquakes. The tools reunited families, mapped damage, and routed donations. The state was largely absent. The platforms ingested over 30,000 missing-person reports and 84,000 registrations. Privacy risks remain unresolved.
