Samsung One UI 9 caps PIN attempts at 13

Samsung's One UI 9 will force a factory reset after 13 incorrect PIN, password, or pattern attempts. Repeated identical attempts do not count toward the limit. The change is part of Android 17, but Samsung's implementation is stricter.
