Sunrise Energy Metals shares jumped as much as 29% after the U.S. Department of War's Office of Strategic Capital committed $400 million in debt financing for the world's first primary scandium mine at the Syerston Project in New South Wales. China produces nearly 70% of global rare earths and processes almost 90%.
