Solana supply cut vote leads, burn plan trails

Solana's proposal to slow new SOL creation is narrowly passing quorum, while a separate vote to sharply increase token burns remains below the two-thirds support needed. All three proposals have cleared quorum, with the burn plan trailing behind the supply cut vote.
