Mojibake Unicode library ships in C

Mojibake is a low-level Unicode 17 text-processing library written in C11 and compatible with C++17. It provides normalization, NFKC casefold, and string filtering in two files under the MIT License. The library has zero dependencies and can compile out optional feature tables to reduce binary size.
