Telegram restored in India, still off Apple App Store

Telegram is accessible again on Android and some Windows browsers in India after a brief delay on Airtel and Vodafone Idea networks. The app remains delisted from the Apple App Store but has returned to the Google Play Store. The Indian government is not extending the block.
