Manage Vercel Toolbar comments from the CLI

The Vercel CLI now manages Toolbar comments via `vercel comments`. The command lists unresolved comments scoped to the current Git branch, and supports inspect, reply, resolve, reopen, edit, and delete actions. JSON output is available for scripts and coding agents.
