An update to our workflow: safe migrations

PlanetScale released safe migrations, enabling direct DDL on production branches. Previously, direct DDL was prohibited to allow non-blocking schema changes. Existing production branches have safe migrations enabled automatically. New production branches require manually toggling the feature on promotion.
