Stale-if-error cache-control directive now supported for all responses

Vercel CDN now supports the stale-if-error cache-control directive for all responses. The directive specifies seconds a stale cached response can serve when the origin fails with errors like 500, network failures, or DNS errors. This keeps applications available during origin outages.
