UTF-8000 Extends Unicode to 22 Bytes

A developer released UTF-8000, a playful encoding that extends UTF-8 to code units of arbitrary length, including a 22-byte example. The reference implementation installs via pipx, but the Unicode Consortium does not endorse it.
