Announcing Rust 1.97.0

Rust 1.97.0 enables a new symbol mangling scheme by default on stable, replacing the legacy Itanium ABI-based approach. Cargo now controls how warnings affect build success through configuration. Linker messages are enabled by default as a warning lint. Several APIs including Default for RepeatN and Copy for ffi::FromBytesUntilNulError are stabilized.
