Docker Cache Ordering Cuts Build Times

Docker layer caching fails when instructions change often, forcing dependency reinstalls. Ordering steps from least to most frequently changing fixes most builds. Cache mounts for package managers and registry cache export in CI prevent full rebuilds. Tested on Docker 27.5 and BuildKit 0.20.
