Improvements for SLAs, templates, and Jira & GitHub Issues Sync

Linear updated SLAs to support business days, preventing weekend deadline failures. Issue templates now allow multiple nesting layers for sub-issues. Sync status banners now show whether Linear issues successfully synced with Jira or GitHub Issues.
