ProPublica reports the White House initially demanded the Postal Service deliver mail-in ballots via Certified Mail, requiring signatures and ID from voters. USPS cited 48 million mail ballots in 2024 and a $5.55 per-item fee. The Supreme Court threw out Trump's March 2026 executive order, but allowed a separate DHS voter-roll database search on Sept. 25.
