California Governor Signs 'Leno's Law' for Classic Cars

California Governor Gavin Newsom signed Senate Bill 1392, known as 'Leno's Law.' The law creates a smog-check exemption for qualifying collector cars from the 1976 through 1985 model years, but the exemption phases in starting January 1, 2028.
