Nine U.S. states passed laws legalizing balcony solar in the spring of 2025, with Utah being the first. California, Colorado, Connecticut, Maine, Maryland, New Hampshire, New Jersey, Vermont, and Virginia subsequently approved similar legislation to reduce red tape for consumers installing small, portable solar panels on their balconies.
