Tesla submitted its sworn response to the NHTSA Special Order by the October 30 deadline, requesting that the entire certification filing remain confidential. While a 30-page firefighter guide is public, Tesla claims all technical data regarding the steering-wheel-less Cybercab is confidential business information to avoid civil penalties of up to $139 million for incomplete answers.
