sqlite-utils 4.0rc1 adds migrations and nested transactions

sqlite-utils 4.0rc1 introduces database migrations and nested transactions. Migrations use a port of the sqlite-migrate package with two defined functions: one to create a creatures table with id, name, and species columns and another to add a weight column. Nested transactions allow atomic operations within a database session.
