Ubuntu emphasizes Arm64 support, and gets Rustier

Canonical is making Ubuntu on Arm64 a first-class experience with kernel live-patching now supported on Arm64 systems. The company became a Gold Sponsor of the Trifecta Tech Foundation, which develops the Rust-based ntpd-rs and sudo-rs tools. Arm64 packages moved to main Ubuntu download servers, and a native Arm64 snap of Valve's Steam client was released.
