Foreign key constraints are now generally available

PlanetScale made foreign key constraints generally available for any unsharded database. Over 2,400 PlanetScale databases enabled the feature during a two-month beta. Foreign key constraints enforce referential integrity and now work alongside database branching and non-blocking schema changes.
