Apple adds direct encrypted HFS+ to APFS conversion

Apple revised its macOS 28 guidance to allow direct conversion of encrypted HFS+ volumes to encrypted APFS without prior decryption. The new option appears in Disk Utility via the Convert to APFS command. The change does not apply to encrypted Time Machine backup disks. Previous decryption-first instructions were removed.
