Cities cut crashes with speed-triggered red lights

Albuquerque and Portland use "rest in red" signals with speed sensors that reward slower drivers with green lights. Albuquerque credits the approach for a dramatic drop in crashes on Lead and Coal avenues. Portland's first test lowered average speed from 39 mph to 30 mph.
