Docker Publishes Sandbox Kit Specification v3

Docker released the Sandbox Kit Specification v3 under Apache 2.0, making Kits ordinary OCI images that declare an agent's network rules, credentials, volumes and tools. The format replaces scattered docker run flags and shell history with versioned, reviewable permissions. Docker Sandboxes is the first conforming runtime; a required request the host cannot satisfy refuses the launch.
