Russia's Rassvet program, its answer to SpaceX's Starlink, launched 32 satellites to low-Earth orbit across two launches this year. That is roughly 10 percent of the 300 Rassvet spacecraft Russia plans to orbit by the end of next year for military and civilian connectivity. Bureau 1440 runs the program.
