Senate rabble-rousers are gaining power

Senate Republicans agreed Tuesday to make Sen. Ron Johnson (R-Wis.) the new chair of the Budget Committee. Johnson also chairs the Homeland Security subcommittee on investigations, giving him subpoena power and the ability to hold hearings and advance legislation.
