Representative Darrell Issa introduced H.R. 10364, the American Copyright Protection Act, on September 16, 2026. It forces ISPs, DNS resolvers and VPNs with at least 100,000 monthly US subscribers to block court-designated foreign piracy sites within 14 days. Digital rights groups warn of overreach, citing European blocking that wrongly hit over 500,000 websites in Spain.
