Cloudflare rebuilds Workers module registry for Node.js

Cloudflare rewrote the module registry in workerd, its Workers runtime core, to be faster and more standards-compliant. The new registry uses URLs as specifiers, supports import.meta.resolve(), and enables lazy loading with shared caches. It activates via the new_module_registry compatibility flag.
