Dynamically extend timeout of an active Sandbox

Vercel added an extendTimeout method for Sandbox, allowing active sandboxes to stay alive beyond their initial timeout. Pro and Enterprise plans support up to 5 hours of runtime, while Hobby plans cap at 45 minutes. Developers can call the method multiple times until the plan's maximum is reached.
