Using the PlanetScale CLI with GitHub Actions workflows

The Vercel GitHub App now requests two additional repository permissions: Actions (read) and Workflows (read & write). These permissions let Vercel Agent read workflow run logs to diagnose CI failures and configure CI workflow files, and allow v0 to create complete repositories with configured CI/CD pipelines.
