Go Adds Portable SIMD API in 1.27

Go 1.26 and 1.27 introduce experimental SIMD APIs, with 1.27 adding a portable, size-agnostic simd package alongside architecture-specific archsimd. It supports AVX, AVX2, AVX512 on amd64, NEON on arm64, and wasm SIMD, with emulation elsewhere. Previously SIMD required Go assembly, limiting use to performance-critical kernels.
