Patterns for Postgres Traffic Control

Database Traffic Control attaches resource budgets to slices of Postgres traffic. Tags use SQLCommenter format with URL-encoded key=value pairs appended as comments. A Go helper appends tags, and a context key threads tags through the call stack without changing function signatures.
