Vercel CLI adds weighted traffic splits for Flags

The new `vercel flags split` command in the Vercel CLI configures weighted traffic splits for Vercel Flags. It sends a percentage of traffic to one variant and the rest to another. Users run the command interactively or pass environment, bucketing attribute, and variant weights as flags.
