Slack Open Sources QUIC Support for Prometheus

Slack's intern Sebastian Feliciano built and open-sourced QUIC support for Prometheus Blackbox Exporter to probe HTTP/3 endpoints. Existing monitoring tools could not handle UDP-based QUIC transport. The implementation uses the quic-go library and maintains the exporter's existing architecture and configuration patterns.
