The Supreme Court on Monday proposed linking unpaid traffic e-challans to electricity bills to recover nearly Rs 20,000 crore in outstanding fines. Justices J B Pardiwala and K V Viswanathan also suggested flagging vehicles on the Parivahan portal, blocking ownership transfers, and random checks. States and Union Territories have about Rs 45,000 crore in e-challan dues, with roughly Rs 25,000 crore recovered.
